Why does toothpaste fix CD and DVD scratches?

I bought a used Tiger Woods XBOX 360 video game a couple days ago, and found a couple scratches on it, but didn’t think it would affect gameplay. But when I started playing,there was this part on the 17th hole where it would always freeze, which got me really mad and frustrated because I couldnt make anymore game progress, and wasted my time. So my friend said to put toothpaste on the scratches, and, much to my surprise, it worked! The game has not frozen since.

When I put on the toothpaste on my CD, and wiped it off after a minute, the scratches just disappeared!
